Want to hire a freelancer to create a bot that can automatically post messages with images in multiple Telegram channels at a regular interval

Looking for something that could be given a database of content, from which the bot will randomly pick from and post every hour using a specified template. Ideally I'd like if there was a sort of "sub-pool" that can include the same message, but randomly picking different images, but if that's not easy then it doesn't matter. If there was a way to add a sort of weighting system that will favour newer additions to the database, that would also be great.
I'd like for the bot to post the same content in multiple different telegram channels. Would like for there to also be some discord integration, but that isn't deal breaker if not.
This probably uses some sort of webhook system, but I'm open to any alternatives.

You can't post on telegram channels btw.
