I have often found in the past and know of eBayer's who would 'buy' and then cancel the bids, having friends, services, etc to leave them feedback. Prior you could even use the same IP, eBay has put more and more bots against this and other pirate/black hat techniques that reduce their bottom line.

I propose, rather than using fiverr, who one user charges 5 for one feedback, or another who offers 10, but the members are not registered 1 day later. That a group is started of buying and leaving feedback, mutually cancelling the transaction, this would work well...

    Thoughts?

Or you could just sell things around the house and build feedback, this way it's less hassle and you make money so when you start ordering in bulk you have some extra money

DSR (detailed seller ratings) are what you really want. Buying feedback only really goes so far on a sellers account. Buying things for feedback is really more of a red flag to eBay. Check out ebay stealth. Selling cheap stuff is way more preferable, try books or goodwill pint glasses, blenders, silverware sets, tools, they all sell well.

You'll want a really big group, cause when Ebay finds out this (the bots will), you, and possibly tons of users will get suspended for "feedback manipulation", their historial will show they've been bidding and cancelling a lot of times, maybe it works for a few times, but wouldn't make it an habit, you could always make new Ebay accounts and give yourselves some FB, then move on!
