I had hetzner vps, they have very relable prices and their vps is working good, it just takes some time to install windows as you need to do installation yourself but theres video on youtube about that!
And you will need to do ID verification before you buy their vps!

Yes I think you can install it on every vps as its like your pc just from another location!
Not really, you can't run emulators on any VPS.

i need andriod emulator tool in win7/win10
You can use any emulator, like Bluestacks, Nox Player, Memu play, etc.

If there's a chance that an emulator can work in a Vps, I don't think the Vps will be cheap. Emulators use a lot of RAM.

No VPS can run an emulator. You need a bare metal for the emulator to run.

Why do you even want to run Android emulator on a vps?
