Just keeping mods in loop

I have made 150$ payment for unlimited account as mentioned above.
After payment he changed and asked that not anymore accounts available in 150$.
Now price is 200$ , so i asked refund but haven't received yet.

Attaching my payments and confirmation screenshots.

You can see in screenshot when he wanted money he asked to do it quick he will deliver instantly and so on i think he was high on weed when he said that.
After that once paid, he is saying we don't have 150$ account anymore. Now price is 200$ for old aged account seriously, why such kind of people even exist wasting time for people who genuinely want to do the business.
