Venturing into CPA with a N/A PR Blog

I am from India and have applied for Max Bounty, Hydra Media and Neverblue yesterday. I even left an offline message to Max Bounty's AM.

I don't own a website but a six month old blog hosted on blogger. I share my technical knowledge there. It is more like a personal blog but I write about my personal experiences on Oracle, Unix/Linux, C Language, etc. I at times share some funny stuffs like cool sites, etc. It does not have any PR as of now and don't really get any decent traffic. Hence, during the sign up process, I mentioned that my primary source of promotion will be E-mail and secondary will be my blog. I have also mentioned that I am working on promoting my blog. As a matter of fact, I was hoping to hire people (from a form or getafreelancer sort of sites) for my leads.

So, any idea if I can get approved?

At the same time, Can someone clear me what are the recommended CPA for people in India? Should I leave Max Bounty, Neverblue and try some of the CPAs listed on that "CPA doesn't require a phone call" sticky?

Please advice!
