dont take my wod like its god word or anything but i think its fraud its 100 percent no matter what , your stealing from google with a fake idenity now im not sur eif your using a stolen bank account or if its just taking a front out on google but eithe rway its fraud how is not fraud your not paying googl eare u no and either is the seller of such account u know u can run u google ads yourself without ppaying upfront but no matter what that debt is in somebodies name it has to be , u know using bots on spotify is fraud how iss this not fraud

It's only against Google's terms and conditions, there's no part of the TOS that's says they'll involve the law enforcement for creating threshold accounts, except for the fact that they send you a mail telling you to pay up your debt or they'll involve there legal team to get there money from you which they wouldn't, the mail is even automated, google doesn't care, if they did, they would've stopped threshold accounts completely.
Addressed here or was it a legal case?
Are you asking if it's illegal or morally wrong? I remember there was a flashy kid in the affiliate space that got into some legal trouble, but the way he acquired these accounts consisted of a different kind of fraud. Actually I'm not asking this to get knowledge about TOS or what is the legal situation here. and of course I know this is a fraud.
I want to know what other people think about this. I'm asking is this a fraud / or scam doing by us to Google or not? It's very simple answer to that question. No need to point the TOS or anything like that.

This is actually on another level, and not the kind of 350$ threshold accounts we get now, except of Google has a proof linking you to creating thousands of account, which Is nearly impossible, Google knows threshold accounts are being created, if they actually want to end it all, they would.

Thank you very much. I count your answer as that's not a fraud to use google ads threshold accounts without pay actual money for ad spend.

In the eye of the law, its not actually legal, but try to get what I'm saying, google won't start running around to get $350 from you, it cost more to do that, they definitely have other ways stop the threshold account.
We all do alot of things that technically not legal online, like creating accounts with a different name, Dob, etc.
Take for example, paypal, paypal could actually stop people from creating stealth accounts, but because of the money they make, they still continued to use the old KYC style
