I'm curious to know because recently I got some explanations about term "fraud" & "scam", I need your answers to understand that properly.

It's neither. This was already addressed before few years back. It's against tos of google.

It's only against Google's terms and conditions, there's no part of the TOS that's says they'll involve the law enforcement for creating threshold accounts, except for the fact that they send you a mail telling you to pay up your debt or they'll involve there legal team to get there money from you which they wouldn't, the mail is even automated, google doesn't care, if they did, they would've stopped threshold accounts completely.
Are you asking if it's illegal or morally wrong? I remember there was a flashy kid in the affiliate space that got into some legal trouble, but the way he acquired these accounts consisted of a different kind of fraud. In the eye of the law, its not actually legal, but try to get what I'm saying, google won't start running around to get $350 from you, it cost more to do that, they definitely have other ways stop the threshold account.Thank you very much.
