What do you mean with "fake" giveaways? If you promise your followers giveaways and don't deliver they won't click on your links again, so it's not really about being unethical, but also not beneficial for long-term.
If your plan is to fool your follower and disappear than you could do this of course.

Well then you should link to the IG Account of the fake winner. Make a fake IG account that looks legit and maybe post a pic of the product on the fake account with your hashtag to prove to your followers that there is a winner.
Therefore you could make giveaways in future with your follower participating in it.

I got caught up in something like this. The were offering free stylish beaded and braided bracelets. The deal was, get these particular bracelets free for a limited time - all you have to do is pay the S&H. I got two of them but never received the bracelets. They had a lot of followers but people started commenting "SCAM" on the IG and then it was gone, along with the product website.
This is exactly what happened. It sucked lol

It’s “unethical” but black hat marketers do this all the time.
Buy a group of various different personality instagram profiles and use them as your winners.
Link one of their profiles every time they win; making sure not to use the same account again.
Or if you can’t buy the accounts before hand make a realistic looking profile and keep it on private with an accurate number of followers vs following.
