    Hi,
    I want to know more about use of proxies in black hat seo tools.
    Do they help in ranking and where can i get them at discount rates.

    With this question you will never find an answer here. It will more useful for you to start read around here and only after you can not find the answer here or on big G then come post.

    Not to response directly to yours question:

    What tool you are talking about? There are many tools out there and each one have it 's own way of working so different needs when we come to proxy.

    Proxy are not used as a SEO tool (black hat or white hat) they help different programs to hide your identity or better said to hide the fact that the action you or the software makes come form the same place, and try to looks like the comments, the links.. etc come from different location/ people.

    A proxy is an IP. A proxy, only the proxy will not help you at all. A proxy or your home IP are the same thing (almost :) )

    Please do more research because you have many more things to learn.

    Do they help in the rankings -> They are a bunch of numbers that trick the world wide webmasters and their websites that you are random computers from random places, signing up to stuff. If you used open proxies do not be surprised if they are banned very fast, you may find them ending up on Forum spam (The grave yard of Proxies). Rent some shared proxies and you should be ok.
