(URGENT) Paypal is limited and need to pay a deadline

my paypal just got limited and i have to pay to a service, if i don't pay, i will lose a lot of money
Can anyone help me please? it is asking for to change password, update security questions and proof identity.
I seriously need help, anyone out there who can help me or drop me so info about how i do it. In my country, paypal is not allowed
