So a awhile back a buddy of mine got a "Unnatural links to your site—impacts links" notice in webmaster tools and asked me for help with it. I explained to him it is the lowest form of google manual action, and should be taken seriously (meaning stop what your doing and make better links), but many people will ignore this one as far as not going through the link removal/detox, disavow, and reconsideration request process.

From my research many people have found it to be better to not spend all the time cleaning up their links and having the penalty removed due to this action not being site wide. I have seen multiple people post that the saw no impact after getting it lifted and saw a better impact of just starting with better links after the penalty and go from there.

I wanted to see the communities thoughts on this and hear from anyone who has experience with this as I have only read about it before and never dealt with it myself. I have also saw at least one post where they claimed this caused a keyword phrase cap going forward if not removed, but I saw nothing else to support that so I was interested on your guys thoughts about this as well.

I'd do both anyway. Remove the spam links and build the quality ones.

Disavow the unnatural links, it will definitely impact once you start building quality links.

    Thanks for the reply guys.

Seems like the consensus is to disavow the links, and just to be clear you guys are suggesting disavow and not even waste the time going through a reconsideration request, right?

It seems like some other post and sites lead you to believe with this type of "partial penalty" that it is not needed to disavow the links due to google already discounting them on the backend. Specifically they seem to be referring to this sentence in the explanation of the "Unnatural Links to Your Site--Impacts Links" penalty that reads:

"If you don’t control the links pointing to your site, no action is required on your part. From Google’s perspective, the links already won’t count in ranking."

What are your guys thoughts on that?

Has anyone had this penalty seen a benefit from having it removed?
