I presume when you say that domain is de-indexed, that no results show up when you search using the query "site:domain". There could be two reasons for this.

    1. The domain was penalized earlier (maybe due to spammy practices) and removed from the index. Check the back link profile for the domain.

    2. Since the previous owner had let it expire, there was no website for a long time and therefore this was removed.

If its the first reason, then tough luck. It may not be easy to remove the penalty. I would suggest that you put up a simply site up and wait for the page to be indexed by Google. If it shows up in the "site:domain" search, then there was no penalty.
