    Sounds like someone tries to inflate the revenues of ISPs, and for the lack of better idea they are using the good old Customs Duty.

    Wow. Protectionism is coming back strong. I didn't expect they 'd use it on sites, but seems like the bureaucracy is getting more aggressive.

    Protectionism is one of the great forces behind wars. It makes the cost of living in the countries high and gets nations in an antagonistic state. The reason governments use it is that it does indeed provide a temporary illusion of prosperity, since it stops competition from naturally lowering the prices. Then cost of living goes up, prices adjust higher and it goes to inflation and then hyper-inflation and then war :)
