Uk Company + Stripe and PayPal (questions)

Stripe needs documents for both the company and you(the owner). As far as I know, they only need the company to be in a supported country, not the owner.
You might want to check out Estonia's e-residency, it's a government program to invite people to run their businesses in Estonia.

As i live in country that not in Stripe's list, i think to form UK company and register for it Stripe business account and PayPal business account. But i have questions. Sometimes PayPal ask to provide documents (id, passport, proof of address, utility bills eg for electricity, water and etc). Does companies give it or no or how to work like this. Im newbie on this questions.

The address part also worked for me. No issues. If you provide a utility bill or bank statement, wise will probably work too. Before verification, they may ask for many documents.

Not really. I used UK PP for years and they never asked me once. They would ask for weird documents before the verification is done, but never after.

For UK stripe, it is even simpler. Just my passport and utility bill/bank statement.

I have done both, so I know.
