1.) Is there a limit number, or % to tier 3 links. Or can I blast 60k on lets say 700 tier 2 links?

2.) Is there a point of linking tier 3 to no follow tier 2, other then just pinging them?

You should try by yourself, that's obviously advice ;)
    There is no recipe.

Well it's not like I was asking how to make $10k within one month.
I was asking two very specific questions that can be answered with a clear yes or no...

1.) 60,000 / 700 is only 85 each on T3 so you should easily be good dude.

2.) Not sure what you mean exactly. I don't link that way but perhaps you could elaborate a bit?

Lets take no follow wiki/bookmark backlinks for example that you may use as tier 2. Is it worth to build tier 3 links to these no follow backlinks, since they won't be able to pass any link juice due to there no follow attribute.

That it a wise conclusion, however, I would focus building links to my Tier2 d*follow, then after the ranking settle , I'd fire up a compaign on the tier 2 nofollow links in order to check what are the effects on the serps.

If you are short on time, focus on boosting the ******** links. After getting your results , focus on the nofollow ones, because honestly nobody is going to tell you if it's worth building links to nofollow or not, you've got to figure it out by yourself.

    Good luck
