Since a few years already the comments are ranked with a high randomization factor included.
They called it discussion circles at first, and the theory is they rank based on authority of the discussion and the accounts inside it.
Thus, at the least you will need accounts that are pre-warmed with commenting and also regarded as trusted/authoritative by YT.
Another problem is that, what comment discussions shows up for one account on the top comments, can be different for another, depending on everyone's location and browsing habits.
Even if you're not logged in and don't have an YT session, comment positions may randomly change for different viewers.
