Twitter Top comment method

Since a few years already the comments are ranked with a high randomization factor included.
They called it discussion circles at first, and the theory is they rank based on authority of the discussion and the accounts inside it.
Thus, at the least you will need accounts that are pre-warmed with commenting and also regarded as trusted/authoritative by YT.
Another problem is that, what comment discussions shows up for one account on the top comments, can be different for another, depending on everyone's location and browsing habits.
Even if you're not logged in and don't have an YT session, comment positions may randomly change for different viewers.

Thanks a lot for your input. I see you are mentioning YT , however I am talking about twitter. I assume what you said also applies to twitter more or less.
The reason I was asking this is because a couple of months ago I saw a user on twitter doing BH niche and was always getting top comment on highly engaging and active accounts (@donaldtrump for example). He was getting hundreds of likes/rt's and was always top in the first few reply posts, and his post would survive for up to almost 1 day even though I'm 100% sure he was getting a ton of reports.
At first I assumed he was using a SMM panel but he was ranking his comments instantly and he was getting likes and rt's from good accounts with followers, both of which I haven't yet found a SMM panel that would provide these benefits. So either he was using his own accounts or he owned a good quality SMM panel is what I'm thinking.
Anyways, It seemed like a good method at the time but I'm unsure if twitter changed their algo since then.

My bad I guess I've had YT in my head for some reason.
Anyways, because what you witnessed was a couple months ago then there are high chances things have changed since.
For sure it was getting lots of reports if it was promoting fake/tricky niches. This sounds like a churn and burn method.
For getting so many likes and retweets for sure he had its own resources or used a smm panel like you said.
You can only find out by testing: if comments show up/stick to the top if they're boosted up with social signals.
Also, probably the authority of the poster account might count for the filters. (fully customized, warmed-up, clean IP's, etc)

I would use smm panels on and off for some twitter comments when I tweeted in the past and it did help me get top comment at times. I'm unsure how it would work nowadays

It would probably still work but if it takes a couple of hours for your post to reach the top it is already pretty late and you lose much of the reach. Lots of SMM panels say they do instant delivery but none of them actually do, and I've tried many.I would use smm panels on and off for some twitter comments when I tweeted in the past and it did help me get top comment at times. I'm unsure how it would work nowadays
