I see it shows followers on accounts.
Maybe you are looking at an account that has no following.

That means the account got temporary locked. Once they unlock it, the following gradually comes back after your account cycles through the Twitter system.

What do you mean?
When you click follow on the website to follow a user, it flicks to FOLLOWING then flips back ?
Or when you follow it all appears to go through, but you don't see any changes in your following page? Or you don't see any numbers in your stats change?
Or something else?
But as above, sounds just like a temp ban or some kind. Probably best to just wait it out

When an account gets locked and then you unlock it I've noticed it can not show followers following tweets and other info for a short time. Give it an hour or a few and it will be visible again.
Unless Twitter is hacked and then you can kiss your account goodbye, all info is gone forever
