I don't have many phone numbers, but every time I try to make a new account it asks for one after like two tweets. If I purchase Twitter blue will that bypass PVA?

A new account has to be X days old to get Twitter Blue.

Do you mean if I spend more time using the app and then send a tweet, my engagement would be higher if I hardly ever used it and then sent that same tweet?

I've often noticed if I log in on my phone using the Twitter App and do searches for things such as football and read search results, I get more traffic - but I also thought I may have been imagining it.

Yes, You're absolutely right. Social media feed generation relies on your interest factor and it's used to target commercial ads based on it. Ad targeting is totally on sentimental analysis which in turn converts to interest-based ad groups.
