If your dad's got a budget, start buying links with the anchor text you want. If it's a legit business I would stay away from Scrapebox / Xrumer style spamming.
Article submission could definitely help.
Put up articles / content on your main site too, have a blog section with articles about how to move, how to find a good mover, things to look for in secure storage etc.
You can submit the blog section to blog directories and RSS feed directories.
You can set up feeder blogs on free hosts with articles about moving / storage and link to your main site from them. These could be spammed a bit more dirtily than your main site.
Submit the site to all of your regional business directories and try to get links from there.
Make sure you're on Google places.
Also work out the regional related long tails and target them. Remember you can get just as much traffic from hitting a number of long tails vs hitting a few short tails.
Yeah, if it's a legit business I would stray away from real BH techniques to be honest. I would suggest doing media buys here too, in related fields that are high-traffic. I'm sure sites have plenty of traffic to send you.
