I'm trying to give some work to someone who needs it. He or she doesn't understand SEO. It has to be some manual work with instructions. I'm planning to launch some new MNSs. Any suggestions on what kind of work can be assigned to him/her?

If they can write, teach them how to spin articles.

If that person is local, I would suggest you sit down together with a site that needs onsite SEO. Start with the basics and walk through the main page together. Introduce your keyword research tools, how to access the pages for editing. Work through the main page until you are satisfied then move onto a new page and have that person do the work in front of you. After a number of pages I'm sure they'll get the idea...

There is always article writing, spinning, profile updates for bookmarking accounts or web2.0 properties, wordpress site installs +plugin settings (akismet, robots...captcha ect...)

There are a bunch of mundane and tedious tasks that are incredibly simple just..well..mundane and tedius....
