    Hi.

Is it allowed to force people to fill a survey in order to download a file? Or do the leads need to be of better quality?

    Something like this:

Proceed to download after filling this survey.

Yes it's possible and already been done. Most likely you will get banned from your CPA once they find out and won't get paid.

If someone submits their email on a email submit offer for a "free best buy gift card" the second pages asks them for name, address, ect. Then from there it tells them they must complete 1 offer before they can get the gift card. Meaning they have to sign up for like a years service of Dish Network or Netflix.

In short, If none of your traffic is signing up and only submitting their emails. They will start scrubbing you and shaving you hardcore. And most likely they will find out you are doing something shady you won't get paid.

That second page that asks for name, address doesn't matter either. The person MUST ful fill the offer. That means using a credit card to buy 1 year of dish or netflix.
