So I'm ranking my clients site for a quite competitive keyword (1,000,000 allinanchor comp) and after 2 weeks it has got position 10 in google.com. The problem is that my client wants to rank in UK.

Would google webmaster tools => localisation changed to UK fix the thing?
    Any other ideas?

    Please help! Thank you.

    That's where you start.

Aim to get links from .co.uk web entities too.

would buying a co.uk domain and using it for the page, and then redirecting the .com domain help?

If you go through the necessary redirect protocols then it should bring some ranking benefit I presume. I would also consider hosting the site in the UK.
