Transfer Page to Business manager

I have a Facebook page that is now out of my control. I am an editor but not an admin.
The profile who was admin and who was connectted to the old business manager is banned a while ago.
You have to get a notary to get documents signed and such, i tried that but it's declined, i am unsure how I should do it so i can get full control of my page.

Are there people who successfully did this?
If so how should i do it.

I don't need people telling they do it for me, i will do it but how? I did everything they asked me too and still decline it.
I can still post on the page but i can't remove/add admins or have full control.
