TOS Question - How to promote this offer?

So I found this great offer, pays for email submit and I want to do the basic CL post and then reply mails with blah blah get your free at ****LINK****

Normally I link them to one of my websites, where the banner is placed and they just have to click it... but reading this campaign TOS seems like I cannot do that;

This program could only be promoted through Email and Search Campaigns.

* Email marketing is allowed as long as partners are CAN-SPAM Compliant. Email campaigns are allowed upon request. Please contact us for suppression lists and email creative. Any affiliate that runs mail campaigns without contacting us first is considered in violation of our terms and conditions.
* Search and Email campaigns are only allowed. No text or banners on websites.

So how would I doit without messing it up and then not getting paid at all?
