So,

imagine having 20 tier 1 pages linking to yours site.

Now, what if you include another site in your TIER1 page that is reputable, example cars.com and yourMOneysite.com

Do you think this will protect yourmoneysite.com?

No that would not make a difference. Nothing can protect you from a penalty if you have bad links.
 
Linking to a relevant reputable site is certainly better than not linking to anything else, but there's no 'protection' to be gained from it, just maybe a smidge of authenticity.
 
Focusing on getting high-quality, relevant links from other reputable websites will improve your website's reputation and authority. But that is not to say that it will protect you from bad consequences. In terms of future action, anything can happen.

so lets say you are in the plumbing field business, you have this massive VERY SPAMMY looking web2.0 plumbing profile pages. and on those pages you links included,
1. competitorplumbing1.com DR30
2. competitorplumbing2.com DR40
3. competitorplumbing3.com DR90
4. competitorplumbing4.com DR10
5. yourplumbingbusiness.com DR19

Are you saying, google will be able to handpick the one spamming on this page? Thoughts?
