So here is the deal, one guy is offering me a pr3 domain registered first in 2008, the domain has footer links form 6-7 clean and legit sites(one is pr4, two pr3, and other are lower) the links are image and it shows 16k at ahrefs from 16 reffering domains, but they don't point to the actual root domain, they point to domain.com/public/home/homepage.php, what are your thoughts on this since i'm new to this domain buying thing?

16k is a very high number for backlinks. Check the backlinks to see if there's anything wrong before you purchase anything.

The links are fine, i'm just concerned that they don't point to root domain, will they still pass juice?

If that's your concern, you should recreate the URL structure when you set up the site all over again, or just 301 it to the homepage (my vote goes for first option).

Sounds like an ok domain, but nothing special, how much is he offering it to you for? What is the Ahrefs Domain rank / Ahrefs URL Rank?

If I were you I'd be more concerned about price than the domain backlinks itself since as you said it has 16k backlinks.

16k footer links just means that the sites where the links are on have a lot of pages (as SkyrocketSEO pointed out). Definitely don't overpay for this.

Also you'd want to be careful there is no penalty associated with these links. If the footer links have a "keyword" as the anchor, I'd be sceptical. If the footer link is a brand name link like "website design by Designerific" or something, the domain is probably ok.

I would stay away. Google is massively penalizing. Controlling anchor texts is negative and that will keep being Google's main target. Using anchors and Bio more than at a normal scale pushes link building strategies to a manipulative direction. That's a second scale doorway that many marketers use nowadays.
Footers will remain a bad place for external links. So, think twice before you buy!
