Hi, so lets say I have a site that does recaps for sport games. Many of title tags will be like

    Rangers vs Celtic Recap
    Tottenham vs Manchester City Recap
    Toronto vs New York Recap

So imagine I have a bunch of "Recap" terms in my title. Will I be penalized for this? When I first opened my site it was ranking well, then after a week i couldnt rank for any recap terms, then it just came back. Im thinking because it was a new site i was put into sandbox. I dunno, it doesnt seem like it should be an issue since all the content is fresh.

If the site is new it sounds like you're Google dancing, which is fine. Absolutely nothing wrong with having "recaps" in your keywords or using it multiple times on one site, especially if its connected to other keywords on every page.

Laubster's right. If that was a problem, sites like ESPN and Bleacher Report would be in major trouble.

It's more about things that are related to your site. If it kept using free sex everywhere, then you'd have a problem with G!

As long as your site structure is right, so you have homepage targeted for "sports recap", then sub cat' targeting "football recap" "Baseball recap" etc, then it will have an obvious relation + need to reuse the word.
