    example 1000 direct links vs

    money site
    100 t1
    300 t2
    600 t3

if we go for quality vs guantity would the 100t1 links be more powerfull than 1000 direct links?

I don't think that there is a valid answer to your questions with regards to the latest updates by Google, but if I have to chose one of your options, I would go with the Tiered Quality Links.

I think that Quality always beats Quantity.

    :)

Also it depends on what are your aims with the links. For diversity I would chose quantity, for better specific rankings I would go with quality :)

It depends on a LOT of factors. Let's begin on the most obvious ones, what are the direct links and what are the tier links?

If the quality of links is high, then I would point most directly to the main site. I have been using a two tired structure recently, in order to maximize the amount of link value passed. Some of my second tier links are web 2.0s, and even blogs specifically made for my URL.

Yes. I absolutely agree, especially since Penguin hit.
