Is tiered backlink pyramid still working? Tier 1,2,3 ?
Why wouldn't it? This is how organic grows normally flows, so, as long as you don't go super aggresive, it will work without any harm.
What do you mean by aggressive ?
By super aggresive I mean, if you have a new website, you start shooting 50 to 100 over optimized high quality links to you, then as tier 2 you start SENukeing all those 50 to 100 pages, and after that you shoot thousands of sb created links to the 2nd tier as 3rd tier. That is super aggresive, even though it will work for a while, it will rise flags.
You need a mixture of social presense, low quality backlinks and hq backlinks on every tier to simulate organic growth, and that takes some time. IMO
I dont believe google will ever be able to shut down the tier methods. No worries yet.

It didn't work before the update.
The whole theory behind tiered link building was to make everything look as natural as possible, and to have a blockade between your money site and spam. So, if you are using the tiered link building system to make your link building look natural - then yes, it will continue to work.
If you are spamming the hell out of things, and the link velocity looks unnatural, it won't work.
Why not take a different approach, build your tier 1 links first, let them stay for a while and then pick a few that you believe carry the most weight and build further tiers to them and so on instead of doing all at once?
I just started running GSA again after 6 months on idle and some target keywords. Though a low search, its back into the top100. I just pointed GSA at my MS with PR2 and above links. I always make sure my spun content is always legible.
