Is tier 3 in link building really necessary? I mean I can understand the tier 2, making the tier one more authoritive so to speak but blasting the tier 2 with spammy comments etc surely that wouldn't make the slightest bit of difference to them links? Passing on no link juice what so ever?

If you built decent tier 2 links that got indexed then there would be no need for the tier 3 or am I barking up the wrong tree here

Well tier 3 is not about link juice,

Is more about indexing if you blast your tier 2 they will be indexed faster and faster pass linkjuice to your tier 1 .

I am seeing more and more sites with very little backlinks ranking well and certainly no tiers. I don't think putting all that effort into a third tier is worth it these days.

    WOOOT!!!

All the answers here are right.

Tier 3 is the indexing tier!

Finding oover the past few years that in moderately tough niches hundreds of decent quality links is beating the old "tens of thousands" of quick anbd spammy ones
Sadly that might mean that Google has pressed a point home.
Still - creating hundreds of quality links (for every URL you need to promote) is still a major task for most SEO's

+1. Tier 3 Backlinks aren't about any any serious link 'juice' to your site. They are simply a way to make the links that ARE giving your site juice, indexed quicker and therefore more effective.

I think the answer to your query may lay in some testing ...

Do 1000 tier 2 links - take 500 of them and push tier 3 at them.

Then compare the two 500 link data sets in scapebox to see how many of those pages google has indexed [ found / counted if you will ]

If no appreciable difference - then I htink you have your answer. If you find more [ like I did ] get indexed [ the page that the link resides on gets in gogles index ] - found and even cached - then you will index or build tier 3 links.

I think it varies by link type as well ...

    good luck

If you want tier 2 indexed, just use some good indexing services like Indexification or Lindexed and if the pages are decent enough, they will index. Some pages just wont index though no matter what, like some profile link pages from low PR forums.
