I worked as a content writer but the locals here want 1000 words within $3-$4, which is unreasonable. If you talk about Freelancer or Fiverr, those sites require luck with strategies. I tried the second one but wasn't enough lucky to board clients.

If the locals wants to pay you $3-$4 per article, either buy them for $1 a piece in the Marketplace or produce them with AI. Easy money since you can sell a lot of articles without much work. So I don´t see the problem here, just an opportunity for you to make a lot of money.
The fact is they want human-written content with zero plagiarism and zero AI detection in a $4 content.
There is no reliable AI detection, and the Zero plagiarism is a non issue .. Educate your customers. They can not know if you used AI that is edited in Grammarly for example.
