So im currently doing one hand spun article (5 sentences + word/phrase level) per tier 1 property to use on ~20 web 2.0s for tier 2

Since this is very time consuming im wondering how many times you actually can use such an article. I know some may think that its too thin for even 20 properties - but then, how do you get content for your tier 2 without it taking too much time? maybe im just slow?

Im doing it in a foreign language by the way

For foreign languages the easiest way is to directly translate English articles. SEO Content Machine would do the job for you.

I myself would not prefer doing that hard work for Tier-2 links.

The thing is, most of the web 2.0s im using are foreign and highly moderated, so crappy content from google translate will get removed

Sounds like it could be tier 1 content if it's hand made :). put it behind a 301 if you're worried
