If my pbn is unique quality content. Is it risky if i use FCS networker and wordai turing for tier 2?

I will scrape the content for tier 2 and feed it into wordai. This will be to pad the blog out.

When it comes to backlinking the tier 2 i will purchase 2 unique articles and wordai spin them. Then point them at the pbn.

Is this a bad idea because i will be putting my pbn at risk?

You can use Wordai for Tier 2 :)
It is safe, just keep them away from Tier 1 builds.

Why is it bad to use wordai spun for tier 1?

Is the risk to do with manual review? or something else?

He is just saying that because everyone is saying that. It is safe to use any automated content software for T1. The only thing you need to check is it unique and readable. If it is, you can.

Say we have a wordai turing spun article. Spun to the "very readable setting" Is that one article ok to be published on 10 web 2.0 blogs?

You mean the same spun article in 10 web 2.0 blogs? i don't think it is a good idea, Try to get unique article which can be readable for each web 2.0 blog.

Why is it ok to use RSS feeds to pad out our web 2.0? Thats duplicate content.

Google don't consider your tier 2 as a valuable if you don't have unique content. Just get some cheap content which is readable and then do whatever you want. Uniqueness is a big factor.

Or else, you could something like, translating foreign language articles to English and fill up your tier 2. But make sure, the translated content is unique, readable and make sense

Unique - yes, readable - not needed. It matters only when the web 2.0 moderators check your blogs - if they don't it doesn't matter.

You can always take 10 different articles, spin them all with "Very Readable" and then publish the "Very Unique Spin" from each of those 10 different articles to your 10 different web 2.0 blogs.

web 2.0 moderators are an wiped out, they are a myth. go hard with UNIQUE and dont bother about readable (only for tier 2)
    just my 2 cents
