It's a 1 page website
And ranks in first page of Google.com India and Google.co.in for:
1. earn money online
2. work from home
3. make money online
4. data entry jobs
and lots of other keyword,
How is he doing this?

No its not, I was searching for back links from my blog and found the above site, its in my niche. I could not figure out what he was doing differently and how he ranked for so many keywords

What do you mean how? How do you rank any site? You optimise it and then get links.
 
site in question does not have any good back links and is a 1 page site ranking for many high competition keywords
