The creator and the new owner aren't even worried about selling this stuff? The store creator isn't even hiding, he has a video showcasing the store on YTB with his own name.

The site owner must be aware of this. Possibly that is why he is selling the site. The prospective buyer, depending on the country, may be aware of this and ignore it. A Pakistani, Russian, Iranian, Chinese buyer should give a shit about western copyright laws.
