Nothing will change, advertisers will need to tweak their campaigns and how they operate to work effectively with Facebook today.

Still not stable at all, account is still at 10% threshold and it is very difficult to setup campaigns on new accounts

I still don't know when it will be ok, I still can't activate the new account
 
In recent days, my accounts have gradually stabilized, the 10% threshold is no longer there, the campaigns are more stable, and adding cards is smoother than before.
 
The election is over, I think Facebook will gradually return to normal and there will be no more 10% threshold. Advertisers will recover their economy after the recent difficult time.

It won't change much in the long run. You should wait and optimize your advertising further.
 
I know agencies that are dumping mega-moneys every month into FB and this is their go-to solution ... always have a couple of FB accounts (and bank accounts and credit cards) in stock for such cases. Sad but true

10% has fixed, it doesn't exist anymore in my case
