Well technically the 'MS paint' for video would be classed as Windows Movie Maker, which you would have to download via the windows live kit (For free) and install it separate from there.
Its very basic and super simple to use, no fancy things but will allow you to do a real simple text watermark, maybe more if you look into that first.
If you don't already have it installed, I think they stopped it being already on windows by win 8 or win 10 but you can still get it.
Just search something like "how to install windows movie maker" in your most liked search engine

I used to use Windows Movie Maker instead of Adobe Premiere Pro back when I needed to make quick edits to a video.
