The inspected URL is known to Bing but ?? bing webmaster tools

i created a website in "https://sites.google.com/view/" and now I'm submitting my links to bing webmaster tools but I see this error


I don't know whats the problem. because I have problem in this link indexing in google also and I couldn't index any of that links in google webmaster and now have problem in bing webmaster tools

Same, created Web 2.0 with sites.google.com and can't index it for 4 days (normally it would take 1 day)
