Citing sources in the defense contracting and intelligence consulting community, the iDefense report unambiguously declares that the Chinese government was, in fact, behind the effort. I am going by versign's conclusion....

China is on the edge right now. Google has thrown down the gauntlet and said, basically, "we do it our way or we're gone". No government has balls that big. I think Google knew the source before that original warning statement, they were just not naming names. Saving face is important in that culture, and Google is providing a way to do just that. On the whole, though, China's Internet market model is not anything like ours, and it's a tiny slice of the big Google pie. China needs Google more than Google needs China, China's people are becoming more Westernized, and Google's participation in China is a big part of making that happen faster. It will be interesting to see how this plays out. I personally hope they stay, it will be better for the world economy and better for U$$$!!!
