The best countries to use for Gmail activation (5SIM)

My sms provider is out constantly and this affects my work as I need to wait when they upload/add new numbers all the time.

What are the best countries for Gmail activation usually (good numbers with a high % receive rate but cheap at the same time)?

Currently I am using the United Kingdom/Estonia/Latvia and I'll get anywhere from $0.15 - 0.25 per SMS activation but these numbers go out quickly so I am looking for an alternative. Not going to test +100 countries either as most of the time SMS won't even arrive.

If you can, consider USA SIMs for that kind of thing. Usually really consistent. Check around the Marketplace or post on the Want to Buy section for possible sellers. Pricing might vary, though. Best of luck. Also, odd. Usually the UK is a close second for activations.
