Testing Blackhat with Local SEO

So I am starting a new website fresh out of the box.

This is a service oriented website.

Goal:

Site is Whitehat - Build Intermediate Pages to boost the rank of the whitehat site. use Xrumer to boost up the intermediate page.

Terms I am targetting on the site are all local SEO terms

I.E - "Pink Poodles Los Angeles"
Results 1 - 10 of about 31,700

Almost all of my terms have individual landing pages built for them, and all return less than 50k results.

intitle: usually returns under 10k, and in most cases under 500.

What does everyone think. Should be pretty easy to dominate local search terms? Or tough?

I think XRumer might be overkill, should be alright some backlinks/bookmarks/blog comments/articles

No reason not to overkill since it's autopilot. As long as the pages you're xrumering are disposable.
