So I have a US verified paypal account created with checking account and some address. I do not live in US.

Yesterday I recieved this email from Paypal asking me to submit Tax ID information. It also mentioned that following three documents

    - Your Social Security Number (SSN)
    - Your Individual Tax Identification Number (ITIN)
    - Your Employer Identification Number (EIN)

So what are my options here?

Your best option depends on a few things, but it is possible to get the account verified again and back in good status.
If you truly were verified before this happened that's helpful. You will use this argument at some point in your call to them.

If your account is a personal account, you want/need to upgrade it to a business account, and supply whatever information they ask for to convert it. Once you have completed the upgrade, log out for a while, then log back in and see if they still require the documentation (they will)

If your account is already business, that's no problem, this will be another argument you will have.

Call PayPal, and make sure you feel comfortable with who answers your call. If you don't either hang up or ask for a manager because you have personal privacy concerns that you will only discuss with a decision maker.
First & foremost you need to be friendly & polite, it will make all the difference in what they are willing to do.
Make sure you are prepared to answer all the security questions confidently.
Have the bank or card information you used to pass verification handy .

Explain that you aren't sure why you have received this notice, but you were verified already and there must be some kind of a mistake. Let the agent look into the account and slowly explain the reasons they usually do this.
If you get lucky...which you most likely won't...she will find there is no reason for the requested info and put your account in good standing.

If you were told a particular reason, this is where you state that you had upgraded to a business account specifically to have it in the business name, and out of your own. Explain to them that you just helped your brother establish a new business account and there was no requirement for personal information to achieve full verification.
Tell them your attorney advised you to upgrade the account. See what they say in return.
Depending on who you are dealing with, they have the option of removing it based on how they feel about you and how well the info on your account looks as well.

If you have been completely denied don't panic, just repeat the call later in the day, or call at the end of the day.

If they haven't completely denied you this is where you make your move.
Explain that you understand their reasoning and security is important so you really appreciate what they do.
Security & privacy are exactly why you spoke with your lawyer and upgraded the account.
If you still have no clear answer, this is where you ASK them if there is ANYTHING they can do to help you...now pause.
At this point it's very likely you will be in the process of being re-established. If not, you will most likely know what the real reason is that triggered the info request. If they don't tell you....ask!

If it's due to logging in from out of country, you clarify that you travel...and had no idea that traveling was a problem.

Hopefully at this point you are good to go. this exact approach has worked for myself and others i have assisted, but every situation is different.

    Good Luck

Thanks for such great answer. Much appreciated.

However my issue is with SUBMITING IRS TAX FORM. I got a verified business account.

Here is the exact email I got

Subject: Please submit Tax ID information for your PayPal account

    Dear NAME NAME,

To comply with the Internal Revenue Service's (IRS) rules, we ask that you
submit your Tax ID number to us as soon as possible. Your Tax ID number is
    one of these:

    - Your Social Security Number (SSN)
    - Your Individual Tax Identification Number (ITIN)
    - Your Employer Identification Number (EIN)

We are required to obtain tax ID numbers from all online sellers who
receive payments for goods or services through PayPal. If you do not
provide us with your Tax ID number, your account access will be limited,
and you will be unable to request or receive money. After you provide us
your Tax ID number, your account will be fully functional.

Here's how to submit your Tax ID number:

    1. Log in to your PayPal account.

    2. A message will appear asking you to update your information.

    3. Click Provide Now and follow the instructions.

If you have multiple PayPal accounts, repeat these steps for each account.

We'll use your Tax ID number to send tax Form 1099-K to you and the IRS
when the payments you receive meet the 1099-K reporting thresholds for the
calendar year. For more information, please see our FAQs on the IRS
    reporting requirements:

We appreciate your help in complying with these IRS rules.

    Sincerely,
    PayPal

Well, according to the geniuses in this thread http://www.blackhatworld.com/blackh...ning-us-bank-account-non-resident-aliens.html it is as easy as 123 to get that TAX ID from the IRS also if you are not living in the USA!

You may approach Master of US Accounts @GrahamCrackers and Senior Master STKMKTFTGRU for additional information or check their thread. Should you really be able to get your TAX ID the way they say it is possible in the above thread. I would be happy if you could reply to this thread with the outcome, I'm so excited to know if that works.

I read part of that thread and I sense the sarcasm as well =) The truth is, EIN's are fairly simple to obtain, all you have to do is go online and submit information, for which you are provided with one right away. It would make sense that illegals and crooks could obtain one with no intent on using it properly...not that i condone this, but it is a possibility.

For real Ruth Sam? You make yourself look like an uninformed ass because you can't accept that since you WON'T try and do this that we must be wrong and so are the millions of other individuals who have business set ups and they aren't in the US. Don't act like you are joking this time because we both know you aren't. If you want a business set up, all you gotta do is ask. I'd be more than happy to help you set it up. The cost: FREE. That was uncalled for. Hey OP, if you need an EIN and you have a business account, etc. It's FREE to get the ein. you don't have to pay for it or anything.

    good luck.

Hey Garham thanks for your valuable input. I cannot message you due to 15 post limitation. Can I add you on skpe and you guide me from there how to get it.

I am using Payoneer US Checking account with my pay pal. Its a business pay pal account and active since a year with lots of transactions. I am using a generic name for business in my pay pal.

I read a lot of threads on this topic and yes it is possible to get EIN even for a non-us resident. All you need to do is register an LLC and then use that infot o get your EIN. However this cost you around 150 and 3 weeks minimum

It's easy to register LLC and connect it to PayPal, but won't you be obliged to do all tax paperwork to IRS about the LLC and the money then.... and that seems like hassle.

Wouldn't it be best to try to change it to your real location? Either it's possible from the account to change (don't know), or just tell that you were living in US at the time of creating account, but not anymore, how to change it...

My case was a little similar, hopefully it'll help.

I upgraded from regular to business account. This was for a non-US account. They limited me and sent a request for my business paperwork, proof of incorporation, etc.

I just called them up, and I was honest about it. I was already expecting them to either cancel my business upgrade or some other bad outcome. I told them "Look, I just decided to incorporate, and upgrade to business, because my client (who pays me through paypal) demanded it. While I fully expect to have the paperwork finalized perhaps a month from now, I don't have it at the moment.

I was nice and pleasant, and to my surprise they simply activated my account without needing any documentation.

Applied to your case, you could tell them that you're not a US citizen if you're from another country, that you have a US account because of your association with Payoneer. Its your decision, and the outcome might not be what you're hoping for, but forging your way using fake documents or pretending you're a US business when you're not has risks as well (not to mention the hassle of having to do that).

BTW, signed up to give you this answer =P I know it sucks being in this position, but thought I'd mention paypal isn't always unreasonable.

Appreciated a lot both of you for your replies. The main issue is Paypal is not available in my country. Else I don't have to go into so much trouble to make it.

If I call them and tell them bout it, I am pretty sure they will cancel my account anyway.

And Yes Don. This is the only thing concerns me now. I have pretty much figure it out how to get EIN. as per my own research it should cost around 150 and as I talked with Graham he said 600 but he will set a bank account too.

The only thing is how do i proceed next after applying EIN. Will IRS try to contact me for my tax info and if they wont be able to contact me then what? Do they inform paypal?

The bank account will require a deposit. Usually with business accounts, you have to have a checking/savings. Also the fees are include. Anything you deposit into your bank account will be accessible once you receive the cards. What people fail to realize is that banks require money.

A proper set up for a business is about 300.00. You are only seeing the general set up, you still have to pay whatever state you decide to go with.

Then I usually set up a forwarding service which the one place that I frequent is 75.00-95.00 dollars depending on where and how often you receive mail.

I am not making anything off anyone. Just trying to be a nice dude by offering the options to expand your opportunities as far as business.

    So, let's break it down:
$200.00 c/s (in some banks, you need 250.00 for each account)
$150.00 for the business entity, $100.00-200.00 (depending on what state you set up in) $300.00-$400.00
Mail forwarding service, $75.00-$95.00 (depending on how much volume of mail you have)
Now you may not want to do mail forwarding. In that case, sometimes whoever you assign as your R.A will allow you to use their address to keep mail.

There is nothing in it for me, I was going to use anyone but I will speak for myself. I like to see people be able to see the fruits of their labor maximize.

    Good luck everyone

I would like to see these fruites as well.. with all the response to this issue there must hopefully soon be people here that got there TAX ID and Bank account in the US and can report here about their luck to be blessed by Jesus to have found the holy grail to get it. I got swamped with questions from the IRS when I applied and only if I lie and didn't say the truth I would have been able to complete the form.
