Where are you from? These rates seem quite reasonable to me.
Can I open bank account IF I am not Serbian?
For example of I go in Serbia as tourist can I open account?

It would require you to check on their T&Cs as to what you need to provide ( address, proof of id, proof of citizenship that type of thing ) but most countries would require you to be resident or own a property there, not just a tourist, I'd suggest.
Well Serbia is not like most of countries. You can what ever you want with money, I mean everything.
You can. It takes like 20 minutes to do that I know few people that did that but I didn't asked them about details. I'm sure that you can Google what you need to open ban account as non resident.
When you hide money for tax purposes, it will also be harder to get any sort of financing in the future. If you actually made $100,000 but only declared $25,000, banks will only recognize $25,000.
Unless you need it for your business the expense will cost way more than the tax savings.
