Switching from Sale to Lead

I have been doing fairly good business with a large CPA place. I got a call by them today and asked if I would run a certain ad if they switched me from Paid on Sale to paid lead. This is a Google Biz type product and I know the difference between paid on lead and sale. But if a site has a 3 step sign up and the pixel fires on page 3 for Sales tracking does this mean pixel fire on page 2 for lead pay?
