    HeY I often use neighborhood wi fi's and wondering if there is a way to force an Ip change?

    Depends on if it's dsl or cable.
    If it's cable, login to router and disconnect and connect.
    Cable is a bit more complicated .

    its a wireless connection via microwave antenna. not dsl or cable.

    not offered in the rural area I live in, and the one available does not offer enough bandwidth for the fee that they charge.
