I had an Amazon Selling account that got suspended a few months ago, because I haven't paid back the money I owe them for sending back my inventory from their Fulfillment by Amazon warehouses. I owe them about $10,000 which I don't have at the moment.

I want to start another company that uses the Amazon Associates program, an affiliate marketing business. I'm concerned that they'll link my account, just as if I was opening another selling account.

Apparently they don't review your Associates account until you've referred your first sale, which I'm nervous to do until I find out whether I need to use the Stealth program or whatever.

Any guidance would be greatly appreciated!

You could simply signup, make the first purchase, and see what happens when they review the account. Simply buy something cheap and the whole thing won't cost more than a few dollars and a few minutes of your time.
