Suggested qualifications/certs for a cayak/paddle boat rental experience/service?

Can host events, rent them out individually or in groups and so on, in Ireland so I'm smack bang between loads of canals, rivers and lakes...

I'm thinking first aid course, cayaking course?? and some swimming lessons?
