I can recommend you coming to Germany. It's currently around 20° but it may get a bit warmer. Its like the perfect combination. When you go to the sea you can enjoy warm summers and in winters you can drive to the mountains and go skiing. However it never gets close to the +40 to - 40 barrier.

i visited Barcelona exactly a year ago, our car got break-in in the parking area of the Nou Camp, as a result of this, i got in contact with several people regardless we were only staying for a day, the experiences are mixed, just like in any city where English isn't the primary language: some taxi driver speak it, others don't, i talked to maybe 3 or 4 policemen, they all spoke it well, the hostesses in the stadium also spoke it well, but to my surprise a young girl in a fast food restaurant, who takes the orders, couldn't speak English for shit lol, French either (my sister is fluent in French)
another strange thing in Barcelona at least for me, that there are these "parking houses", single-storey car-parks, where you can leave your car, they take your car keys, park the car, the car is left unlocked most of the time and you get your keys back when you return to the car and pay the fee, it was a little bit strange for me, but nothing bad happened, so i guess, it's just how it's there and on our way back home we found out, that apparently it's a thing in Italy too, those people who were there to park and look after the cars in both countries, they didn't speak English either

i'd say you can manage with only speaking English in Barcelona, they're nice people, those who don't speak English, it's not like they don't want to, it's just they simply can't, because they didn't learn it, but they will try to understand you, at least that's my experience

i've never left the old continent, but i've been quite a few places in Europe, and out of those here are my recommendations after staying shorter or longer period of time in all of these places:
    - first and foremost, because i'm in love with the Côte d'Azur: Nice (Nizza), if not Nice, then not specifically Monte Carlo, but smaller cities near it like Menton, Roquebrune-Cap-Martin
    - Northern Italy, Veneto: Padua, Verona or Tuscany
    - Prague
    - Croatian coast, especially (South-)Dalmatia

however you said something about the temperature and most of the above places, Barcelona too can get really hot in the summer, in return not so cold in the winter

i guess it also depends on your budget, but if you have unlimited budget, that's even better :)
