I am in the process of getting some web 2 properties ranked while i wait for my new domain to get out of the sandbox.

    My question is this:

Will a subdomain web 2 property (eg MU sites) get ranked fast with proper promotion, or is it considered a "new domain" and be subjected to sandbox risks?

and yes, it is considered as a new domain and prone to sandbox as well... but with proper "look-natural" promotion, you wont be worrying about the sandbox.
