Strange SEO tactic

Lately I've been asked by a company to create a website for them. The niche is one of the most saturated niches on internet. They only pays me for stuff that they can see with their own eyes. So forget about keyword optimizations. (they don't know what it is anyway)
I asked them what tactic they will use to get traffic to their site. They said that they would employ some guys who would travel to every city and talked to people in the cities. And in that way create interest for the site and get traffic....
sounds strange enough to me....
Haha you gotta move on from that company, sounds clueless. I have had stuff like that in the past (People who don't know Jack about marketing) and it's just frustrating. Also stuff having people watch over your every move, I have no time for that. If there saying that then they are obviously a strapped for cash company and they'll drop you as soon as there newest idea they can't afford comes along.
