Add more flashy graphics and popover emojis and images, and make sure you have transition effects between scenes, as well as as short as possilbe. Don't just use teh standard video size in full, ONLY take snippets in different ways. That should make you good. Its all about the amount of work that goes into things. If it looks like you just dubbed over simple public video clips, then you MIGHT have problems.
I have a Youtube channel where I use stock videos from pexels.com and add my own voice-over over the whole video along with some non-copyrighted music along with it. So can I monetize this channel when I meet the requirements of 1k subs and 4k watch time? If not, what changes do I have to make in order to get monetization?
You should check whether the video owners have YouTube channels. If they file a copyright claim on videos you’ve taken from them, everything will be for nothing.

As long as your content is truly transformational and not just stock footage that has been repurposed with a few changes, you should be able to make money. My advise is to focus on adding strong original value, like unique screenplays, relevant comments, storytelling, or educational insight. This will make it evident that the video is your own work. Also, make sure that the music and pictures you use are licensed for commercial use, and don't post the same thing over and over again or utilize templates. Adding more personality, creativity, and clear creative effort will make it safer for you to make money.

You can definitely make money with videos like that. Create useful videos that can attract viewers to earn good income.

Yes you can monetize it, even though the stock videos will seem repetitive to the algo (since most users have seen them again and again) and it will hurt your long term reach. I suggest you do what you do normally but also add your own creative content in the mix in order to appear more authentic to Youtube's algo and gain more exposure and reach.

Yes, you might be able to monetize, but YouTube is strict about reused content. Even if you add voice-over and music, the key question is whether the content is transformative enough.
